What Modernization Actually Costs
The budget line is the smallest part of the bill. The real cost is the political capital you spend keeping the effort alive.
Every modernization business case I have seen underestimates the same thing — not the money, but the attention. Large programs do not usually fail on cost. They fail on patience.
The technical work is knowable. The unknowable part is whether the organization will still care in eighteen months. In my experience, it will not, unless it sees proof along the way.
So I stopped selling multi-year programs. I sell quarters. Every quarter has to produce something a non-technical executive can see and value. That visibility is what buys the time for the unglamorous work underneath.
This is not a project-management trick. It is an honest response to how organizations actually behave. Modernization is a political effort as much as a technical one, and pretending otherwise is why so many efforts fail quietly.
